Deadly Russian Measures Hit Center and Civilian Targets in Odessa

Ukraine on Monday accused Russia of using a cluster weapon in a civilian area, killing five people. An attack on Wednesday killed three people, an official said.

A Ukrainian official said Wednesday morning that an overnight Russian missile strike killed three more people and wounded three others in Odesa, a city in southern Ukraine that has been a regular target of Russian missiles and drones seeking to destroy its port infrastructure.

The attack followed a Russian airstrike on Monday night that killed five more people and wounded about 30 more, Ukrainian officials said.

Videos and images of Monday’s attack showed bloodied and lifeless bodies of civilians lying on a waterfront promenade that is little known for being close to strategic sites such as army buildings or grain warehouses.

The Ukrainian government on Tuesday accused Russia of employing cluster munitions — a debatable and widely banned weapon that can cause indiscriminate harm to civilians — in the attack.

Wednesday morning’s attack also targeted civilian infrastructure in Odesa, Oleh Kiper, head of the region’s military administration, said on the Telegram messaging app.

Andriy Kostin, Ukraine’s prosecutor general, said in a statement that Russia fired an Iskander ballistic missile with a fragmentation warhead during Monday’s attack. “Investigators have an explanation for why they believe the decision to use such a weapon was made by Russian military officials to intentionally kill as many Ukrainian civilians as possible,” Mr. Kostin said.
