Any home or building that is not connected to a sewer network needs a way to dispose of human waste. All constructions with interior plumbing must have a sewer formula that complies with the BC Sewer Systems Regulations.
Step 1: Search for a legal user. An Authorized Person (PA) is the only legal user to design, install, repair, and/or inspect sewer systems.
Step 2: Site Assessment. The authorized person collects data about the assets and buildings, which would possibly include digging control holes and examining an existing system.
Step 3: The Authorized Person submits a sewer formula record to Indoor Health and will pay the filing fee. New submissions can be made through online registration or by completing the Sanitation System Registration Form (RSS).
Step 4: The legal user builds or maintains the sewer system.
Step 5: The legal user submits a certification letter to Interior Health on the online or completed record and submits a sewer formula certification letter. The legal user provides the owner with a copy of all documents, adding a construction plan and a maintenance plan.
Step 6: The legal user submits a completed Sewer Maintenance Program form, only if the LOC is submitted to EA@interiorhealth. ca or at the counter.

Step 3: EPH staff will contact you to collect the non-refundable fee.
Please note: We cannot guarantee that a recording will be located or that an accurate formula diagram will be included in the recording. If no data is available, or the original documents are very old, they may not be archivable due to the data, or the sewer formula was built/repaired without proper authorization.

An application fee is non-refundable. Before making a payment, contact our environmental assessment team to review your proposal.
A holding tank is not considered a sustainable approach to wastewater management, but is possibly considered a transitional measure or under conditions where other systems would cause a suitability hazard. To comply with the British Columbia Sewer System Regulator, an environmental health officer will need to apply for a permit. The plans and specifications must be prepared through a legal entity.

We obtain comments from local government subdivision approval officials or the Department of Transportation and Infrastructure to decide whether or not a subdivision application deserves approval. We promote healthy territorial development, with special interest in the source of drinking water and wastewater treatment.
In rural areas, we need to ensure that newly created plots benefit from suitable site conditions, so that wastewater in situ does not pollute the water or pose a health threat when it emerges to the ground surface, either in the supply or in the remote future. At the time of subdivision, each proposed lot is evaluated if there are at least two spaces of land suitable for the sanitation of the place. The data described in the Criteria for the Authorized Persons Subdivision Report are required in order to provide meaningful feedback to the Subdivision Approval Officer.
Note: The site assessment and report must be done through a legal entity.
Send any documents similar to your subdivision to the approval company (e. g. , the Ministry of Transportation or municipality). The approval company will send the data to the environmental assessment team for review. In this way, the approval company may have the same data.
