The building from which a gunman shot former President Trump on Saturday represented, at least in retrospect, an obvious security risk. Its roof provided an ideal position for snipers, with an elevated, up-close and unobstructed view of Trump.

But when the Secret Service drew up plans for Saturday’s demonstration, they left the building outside their security perimeter. Instead, local police in Butler, Pennsylvania, handled this construction, and there were no police officers stationed on the roof.

The building, used as a warehouse by aircraft maker AGR International, is the focal point of countless investigations into the shooting that nearly killed a former United States president, a shooting that Homeland Security Secretary Alejandro N. Mayorkas called Monday a failure in terms of security.

The first question is why the building, located about 450 feet from the stage, was left outside the perimeter. A complex Secret Service team visited the site and made the decision, and a manager approved it. So far, the company has not specified who he was.

Soon after, visitors to the rally reported a guy in the warehouse and the Secret Service shot him dead after his assault began.
