In pronouncing the sanctions, U.S. Secretary of State Mike Pompeo lobbied “so many credible reports that Kadyrov is guilty of many serious violations of huguy’s rights dating back more than a decade, adding torture and extrajudicial executions.”

Pompeo said the restrictions would apply to Kadyrov’s wife and two daughters and encouraged American allies to take action.

The Kremlin has relied on Kadyrov to stabilize Chechnya after two separatist wars, providing generous federal subsidies and dismissing international criticism of his rule.

The Kremlin also subsidized Kadyrov, as Russian opposition claimed to be involved in the murder of five of the Kremlin’s leading critics, Boris Nemtsov, whom the Chechen leader rejected. A Chechen security officer convicted of shooting Nemtsov on a bridge adjacent to the Kremlin and sentenced to 20 years in prison.
